According to a report by the Office of the UN High Commissioner for Human Rights on Libya, killings and torture are being committed by all sides within the country as part of its ongoing civil war.
The report states that human rights violations carried out by the numerous armed groups battling for control of Libya could amount to war crimes. Victims of such offences include detainees, journalists and human rights activists.
The document states that the crimes are being committed in a climate of “complete impunity” by “a multitude of actors – both state and non-state”.
